Dr. Blain is the Director of the Pollutant Inventories and Reporting Division within the Science and Technology Branch of Environment and Climate Change Canada (ECCC). Her team develops and publishes annual national inventories of greenhouse gases emissions and atmospheric pollutants, including black carbon. These national emission inventories are used extensively in the development of domestic policies and regulations and in monitoring compliance with emission reduction objectives under various international and domestic commitments. Since 2012, Dominique has also been Canada’s representative on the Bureau of the Intergovernmental Panel on Climate Change (IPCC) Task Force on National Inventories, which produces methodological guidelines for national greenhouse gas inventories; prior to her being elected on the Task Force Bureau, Dominique contributed to several methodological reports by the IPCC Task Force, in 2003, 2006 and 2013. In 2009-2010 Dominique served on the board of the Canadian Carbon Program, a scientific network measuring and modeling carbon exchanges between the biosphere and the atmosphere. She is based in Ottawa-Gatineau.
